Neighbourhoods Programme Evaluation
The evaluation of the Neighbourhoods programme will measure the contribution to a range of outcomes for residents and staff. The different evaluation strands are operating on different timelines. This will include an evaluation of the Organisational Development pilot until Autumn 2024 (a workforce survey has been developed to collate staff experiences working in Neighbourhoods), the Proactive Care Pathway Cost Benefit Analysis up until Summer 2024 and the Children, Young People, Families and Maternity Theory of Change up until late 2024/early 2025. Across all this there will be a contribution analysis that will be implemented in 2025 to test whether and how the Neighbourhoods approach has contributed to any changes in outcomes we have measured between two points. Renaisi, a City and Hackney based consultancy, has been commissioned to use their expertise in complexity to do this important work that fulfils our priority to better understand impact.
The Neighbourhood’s Programme has developed an outcomes framework that highlights expectations over short, medium, and longer term. These outcomes will structure the evaluation and have been categorised into four domains:
- Resident outcomes,
- Workforce outcomes,
- Community wellbeing and population health
- City and Hackney Neighbourhood Infrastructure/organisational structure outcomes.
These frameworks were produced collaboratively with City and Hackney colleagues and developed with residents and partners.
